Mike,
Most batteries these days have a tube leading down to the proper
electrolyte level, with one or two vertical slots in its wall. When the
level is low, the surface of the liquid looks flat. When the level
reaches the bottom of the tube, the surface tension of the liquid
"latches on" to the bottom of the tube, forming a meniscus (lens shape)
which is very distinctively different from the flat surface. The proper
electrolye level is where the "blink" occurs.
