Yes it does but I have not found that to be a problem.  Also traction on the tray was not a problem with the motorcycle but it is with the smaller scooter tires.  Last year I bought some stair tread material (sandpaper like surface) to put on the first 2 feet of the tray but I have never got around to installing it.  Now if I only could find it I would stick it on.  I see from the photos that it also could use another coat of paint.  Maybe I'll paint it and then stick it on.
